ABOUT THE FORUM

The United Nations Development Programme (UNDP), the United Nations Refugee Agency (UNHCR), the UN Migration Agency (IOM), together with the Metropolitan Municipality of Gaziantep which hosts 500,000 Syrian under temporary protection, the World Academy of Local Authorities and Democracy (WALD), the Union of Municipalities of Turkey (UMT), and United Cities and Local Governments Middle East and West Asia Section (UCLG-MEWA) are cordially inviting you to the International Forum on Local Solutions to Migration and Displacement.

Ahead of the first Global Refugee Forum (GRF) that Turkey will co-convene in December 2019 , the Gaziantep forum will provide an opportunity to exchange good practices between cities and local development partners in dealing with migration and displacement. The forum aims to facilitate city level partnerships and to contribute to existing networks of relevant local development partners responding to migration and refugees. The forum will adopt the 2019 Gaziantep Declaration as a collective input of local authorities from around the world into global discussions on migrations and refugees.

The event will showcase good practices from Turkish municipalities and cities around the world highlighting how approaches bridging humanitarian and development responses such as the New Way of Working have been put into practice to achieve the goals and objectives of the Global Compact on Refugees (GCR) and the Global Compact on Safe, Orderly and Regular Migration (GCM). Turkey, currently hosting the largest number of refugees in the world, has not only been a lead partner in the global discussions on both Compacts, but has also demonstrated how they can be successfully implemented, and how development approaches can provide critical added value to local authorities in mitigating the negative impact and maximizing the opportunities of displacement on local communities.

A key outcome of the International forum will be the 2019 Gaziantep Declaration reflecting, inter alia, good practices on the implementation of global and regionally agreed principles on local solutions to migration and displacement.

Mayoral Panel 1: Localization of the SDGs through governance and inclusive planning in response to migration and refugees

The New York Declaration recognizes local authorities as among the most important actors of the response to migration and displacement, including the mainstreaming of migration and displacement response in local policy planning. The contributions of local-level migration and development perspective have also been underlined in the 2030 Sustainable Development Agenda and Sustainable Development Goals in which cities are at the centre of ensuring safe, inclusive and sustainable living environments. However, so far, only 20% of local governments have been consulted on the SDGs.

This panel offers Turkish mayors an opportunity to highlight different response models applied by Turkish municipalities in welcoming migrants and refugees and their cooperation with international actors. The panel outlines how local authorities can act as catalysts to further operationalize humanitarian response – development nexus by identifying the ways localization of SDGs relates to migration and refugee response.

This panel is structured around the following questions: In a context of migration and displacement, how can local partners ensure realization of the SDGs and localize objectives around issues such as transparency, local service delivery and access to legal aid? How to ensure that local governance is inclusive for all layers of society, including migrants and refugees? What are the bottlenecks preventing further contribution of development approach to refugee and migration responses at the local level?

Parallel thematic sessions

Parallel Session 1 – Mayors driving job creation, partnerships with the private sector, and sustainable livelihoods

One of the most significant elements of local response to migration and displacement is to create employment opportunities for migrants and refugees to make them more resilient in the face of social and economic impacts of migration. Considering the need for migrants and refugees’ integration into economy particularly without hampering the host communities’ opportunities, the efforts of local governments and the partnerships with the private sector are of great importance.

This session addresses the role of local governance actors in ensuring refugees’ and migrants’ access to jobs and employment opportunities at the local level. The session investigates how municipalities have been successful in collaborating with the private sector to create opportunities for formalization and integration of informal workers and thereby guarantee decent livelihoods, especially for women who are often over-represented in the informal sector.

This session is structured around the following questions: How can local partners expand and create formal job opportunities for both refugees and migrants as well as host communities? What are good practice examples of partnership models with the private sector to support this process? What is the role of new technologies in fostering new economic opportunities such as online platforms?

Parallel Session 2 – Cities as safe heavens: Municipalities ensuring safe and protective environments

Municipalities are first-line responders in the provision of safe space and social protection, including welfare support and safe housing, to displaced people.

This session focuses on how municipalities have managed to provide new population with protection and social services (e.g. adapting existing services to specific needs of migrants and refugees).

This session is structured around the following questions: How can local authorities sustainably integrate migrants and refugees into municipal social protection schemes? How do they manage to avoid tensions with host communities and what can be done to showcase positive contributions of displaced communities to the local environment?

15:30 – 16:00
Coffee Break
16:00 – 17:30
Mayoral Panel 2: City networks and cooperation: How to replicate and scale up success stories in local responses

Mutual support between cities and local development actors who experience different forms of migration and displacement is beneficial in managing responses effectively. One of the most important steps of furthering such mutual support is exchange of experience and learning from each other.

This panel focuses on success stories of the municipalities which have managed to establish functioning communication and cooperation networks at the city level. The panel also deals with how these networks can be replicated, scaled up and expanded to other migration and development contexts in a way that ensures more innovative, effective and inclusive local response.

This panel is structured around the following questions: How can increased dialogue between municipalities and regions generate innovative, effective and inclusive development solutions? How can municipalities and other local actors more effectively partner with civil society organizations to ensure service delivery? How can we enlarge existing network to include cities and local authorities that are less proactive in responding to refugee and migrant needs? What support can international actors and organizations provide to ensure that municipalities are able to exchange, replicate and scale up local successes?

09.15 – 11.15
Mayoral Panel 3: Governance as a catalyst: Linking national and local level governance and the role of small and intermediary cities

Municipalities generally start taking measures and developing new policies to respond to migrants and refugees before the central governments develop and adopt policies and provide guidance and support to local authorities. In line with the principles of decentralization and localization recognizing that municipalities are among the most important actors to adjust new policies and practices at the local level, maintaining and strengthening linkages between central and local level governance remains crucial to ensure that lessons are shared across the country, minimum standards are respected everywhere, and additional support is provided where needs exceed local resources.

This session is an opportunity for mayors to discuss the challenges faced by small and intermediary municipalities affected by migration and displacement as well as the potentialities for the linkages between central and local governments at different scales.

This panel is structured around the following questions: What are the specific challenges that small and intermediary city face? What networks have they used to respond to these challenges efficiently and what support can be provided by larger municipalities? What kind of support do they need from central governments and what resources/experience can they share? What economy of scales and efficiency-wise gains can be achieved by cooperation between neighbouring municipalities?

Parallel thematic sessions 2

Parallel Session 2.1 – Anchoring success for all: Gender equality and youth empowerment

This session discusses the main challenges faced by vulnerable groups in response to migration and displacement. Although Syrians have been welcomed by host communities in Turkey, the vulnerability levels remain worrying, particularly for vulnerable groups such as youth and women. Recent reports indicate that the isolation of Syrian women and youth, particularly from the labour market, has been growing, which, in turn, invites risky behaviours such as early marriage, or recruitment by smuggling/violent groups. Studies indicate several causes for this trend including legal status, language barriers, security and other gender and age related obstacles. On the other hand, the case of Syrians in Turkey illustrates that migration and displacement can create opportunities for positive transformations as well. For instance, the increasing number of refugee women who can participate in labour force might contribute to the development of local economy significantly.

This session is structured around the following questions: In the context of migration and displacement, what are the local initiatives’ up-to-date good practice examples which strengthen integration of displaced youth and females? What partnerships can be formed with civil society to foster social inclusion? How have local governments used gender-responsive budgeting as a planning and governance tool to promote gender equality and respond to the specific needs of refugee and migrant women?

Parallel Session 2.2 – Ensuring dignity: Local authorities fostering access to basic services (e.g. health and education)

While failures to fulfil the need for basic services can be a source of tension at the local level, the response to the Syria crisis has shown how municipalities can foster new partnerships and mobilize international support to not only increase but also expand access to services for refugees.

This session discusses how local authorities respond to the need for expanding the basic services (e.g. health and education) to displaced populations, often in the face of lacking additional resources and the challenge of decreasing access quality for host communities.

This session is structured around the following questions: How have local authorities dealt with increased demand for health, education and other services from refugees and migrants? How did they adapt such services to the specific needs of displaced populations? What is the key to ensuring inclusive and quality health and education services? Which services are typically and/or particularly difficult for refugees and migrants to get meaningful access to? Where has the support from development and humanitarian response actors been most effective and what are the areas in need of improvement most?

13.00 – 14.00
Lunch
14.00 – 15.30
Parallel thematic sessions 3

Parallel Session 3.1 – A vision of sustainable cities, circular urban economies, and the impact of migration and displacement on environment

Through the New Urban Agenda and the Paris Agreement on Climate Change, states committed to promote the conservation and sustainable use of water in urban and peri-urban areas and the environmentally sound waste management strategies. In addition, it has been acknowledged that increasing the use of renewable energy and embracing a waste-to-energy policy are vital steps to mitigate the impact of additional demand for services as a result of migration and displacement at the local level.

This session addresses solid waste and wastewater management, renewable energy policies and use of new technologies, innovation and data management in the scope of mitigating the impact of migration and displacement on environment.

This session is structured around the following questions: In the context of migrant and/or refugee influxes, how have municipalities coped with sudden increase in demand for services? How can zero waste policies and practices be used to reduce the production of waste while creating livelihoods opportunities in such contexts? What examples do we have from SMART CITIES? What can be done by municipalities to support more effective waste and wastewater management and planning?

Parallel Session 3.2 – Smart Cities: Rethinking new technologies, innovation and data management in the context of migration and displacement

Cities across the globe are using digital tools, such as web portals and applications, to improve access to public services, enhance responsiveness, better understand the users’ needs and promote civic engagement. Recent studies underline the crucial role of new technologies for disadvantaged groups. According to these, disadvantaged groups, including refugees and other minorities, are frequent users of smartphones and social media, and often benefit from new technologies such as digital tools developed for improving access to services, tailored apps for new arrivals (translation, information on rights) and on-the-ground reporting and smart residency cards. This means that new technologies’ absence and/or failure to function properly and efficiently might put disadvantaged groups at risk of being deprived of essential services.

This session addresses the role of new technologies, innovation and data management for municipalities in response to migration and displacement.

This session is structured around the following questions: What are the new opportunities offered by digital technology to reach migrant and refugee communities? How have municipalities ensured that no one is left behind and that smart solutions do not work against the poorest and/or marginalized groups such as refugees? What can we learn from SMART Cities?
